Median levels, no fade margin. Pilot Ec sets the distance and does not change with load. RSSI and Ec/Io are what the phone sees there at the selected load (8 dB mobile noise figure). Phones drop the pilot around −14 dB.

No terrain or clutter: Hata is a statistical median for the environment class. Hills, buildings, and Fresnel-zone obstructions in a specific direction are not modelled and can move the real edge by tens of dB. Okumura-Hata (150–1500 MHz) and COST-231 Hata (1500–2000 MHz), floored at free-space loss below 1 km. BTS sensitivity: thermal noise in 1.2288 MHz + NF + noise rise + Eb/Nt − 9.6 kbps processing gain. See the channel calculator and Channel Planning.
